WAINFIELD, GERMANY - Sept 17,1945

The discussions were to resolve an issue where the American command in Hesse needed clear access for a railroad running north to Bremerhaven that passed through the Russian zone of occupation. The agreement is known as the Wainfield Agreement and was signed on September 17, 1945.
